The Distance Learning Centre Limited is a fully State Owned Institute functioning under the Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government (Self Retaining Institution). DLC was established in 2002 as a World Bank Project with counterpart funding from the Government of Sri Lanka offered through a subsidiary loan agreement that was reached between the Ministry of Finance and DLC. DLC Ltd. has served for over 21 years to impart new Learning and Knowledge Sharing to both Public and Private Sector Personnel.
Sri Lanka has become the first Country in South Asia to be linked with the World Bank’s Global Development Learning Network (GDLN) with the establishment of a state-of-the-art Distance Learning Centre in Colombo, Sri Lanka. It has been Instrumental in providing Global knowledge sharing experiences, facilitated and influenced many Institutions in Policy Making process, and Performed many Organizational Changes too. Over the last 21 years, DLC has been able to deliver all types of Capacity Building Programs, Workshops, Training, and Micro Credentials to Employees in Government and Private Sector Organizations to increase their Working Efficiency and Productivity.

The The Distance Learning Centre Limited DLC was established under a World Bank Project in 2002, Located at the Sri Lanka Institute of Development Administration (SLIDA), DLC is funded by a Learning Innovation Loan (LIL) of USD 02 Million from the World Bank and counterpart funds UDS 1 Million from Government of Sri Lanka. It will use a combination of four main technologies, such as Video Conferencing, the Internet, CDROM and Print to conduct Training & Skill Development for Senior Civil Servants and Corporate Executives. Later it was to function as an independent entity and as a Public and Private Partnership as per the understanding reached between the WB and Govt. of Sri Lanka and Centre incorporated under the Companies Act on 01 Nov 2001 and commenced its operation on 26 March 2002.
The Project was managed and operated by Distance Learning Centre Ltd. a Public Limited Liability Company which is a collective enterprise of the Government and Private Sector. The Board of Directors of DLC Ltd. represents both the Public & Private Sectors. Distance Learning Centre assumed special significance as Sri Lanka is poised for an economic turnaround, and in the context of the renewed possibility of Peace.
The core of the Distance Learning Centre comprises a state-of-the-art interactive video classroom the enables interaction between local course participants, remote instructors, and internationalparticipants, and a computer laboratory consisting of 02 rooms with 40 personal computers for independent Internetbased interaction among peer groups and instructors. Connectivity has been provided by a dedicated Very Small Aperture Terminal (VSAT) satellite link with the World Bank in Washington DC. DLC was the only one of its kind in Sri Lanka, and the facilities are far superior to any offered by local organizations offering face-to-face or web-based International Training Programs. The Centre built a link between the GDLN, the British Council Network, and JNet (The Japanese Educational Network) to enhance the Centre’s access to information and Training Resources.
